There is a bit in there about music instruments. Informal entries. i..e personal luggage do not require Lacey Act declarations. Apart from that, the document is an interesting description of what a mess this whole thing is. Large numbers of innacurate declarations, difficulties of conforming to the requirements, a mounting paper mountain, software glitches, innadequate resources, the list goes on and on.

Also

"Information on the effect of the prohibition and the import declaration on the extent and methodology of illegal logging practices and trafficking is very limited. Although the 2008 amendments have generated considerable interest, there is no resource available which provides verifiable information that could be used to determine whether the Act has led to a reduction in the level of illegal logging and trafficking."

So, we don't know if Lacey has actually reduced the extent of illegal logging.

Lacey amendments were purely a product of the US lumber and furniture industry lobbyists to protect against Chinese products and imports, but with huge unintended consequences. Lots of money changed hands to get it done, and plenty of palms were greased! And I don't mean Palm trees!
