It looks like I have been using expired (7year old, just opened) weld-on 16 to glue ivoroid binding although some of it seems to be holding fine. I just spoke with Weld-on & they said it's only good for 2 years. Can I use anything else ? I'm in Canada (Ottawa).

Duco Household Cement is a good substitute for #16 if you can get it up there.

Weldon 16 seems to have a little of a "contact quality" to it compared to Duco. Seems to dry faster too. You can bind one side and by the time that side is dry, you can start the other side....
Google it and you will find larger tubes for less $$$.

I can't imagine trying to glue multiple binding strips using that stuff.
I always make a big mess just with a single strip.
I've seen web videos of guys using acetone to glue binding, but I have not tried it.
Someone suggested using super glue, but I think plastic requires a solvent cement.
I had a bottle of thin acrylic cement, I may try to get some more. It is used for gluing stuff like acrylic aquariums by wicking the glue into the joint.

Used CA on ABS binding.

I admit it, I thought I was going to see some kind of welded neck joint on someone's 16th guitar in this thread.
