 Post subject: hump after 14th fret

I just bought a Tanglewood guitar in a pawn shop for cheap, but of course it has a problem. it needs either a neck reset or another strategy to make it playable. The fretboard humps upward at the 14th fret over the body, causing the strings to bottom out, even when fingering around the third fret. The action at the nut is good and the relief in the neck is good. I have reset necks that had to much up bow, but this is the opposite. I am thinking of removing the frets just before the 14th fret to the end of fretboard , then planing out the hump and refretting. any ideas?? bad photo, I know, but those who have sound advice should know what I mean. Thanks
