I have glued on the binding and purfling. With the teflon strip removed should I scrape the purling flush with the top and bottom before I install the abalone shell?

It's best to drop in the shell then scrape later, the reason being that you risk rolling the edges of the purfling so making fitting the shell more difficult.

Other options are to level with the Teflon in (too late for that now, and you thin the teflon making it a single use item), but the real answer, of course, is to keep the over-height small to start with, with minimal final levelling of the whole scheme together so you don't end up with a bunch of colour mis-match as you level the shell.
