That's inaccurate. USDA/APHIS made a report to congress; it contains recommendations, it isn't a rule making. It's a good start, and the conversation continues, but it isn't yet time for celebrating.

Fillipo, there hasn't been a formal rulemaking, therefore this is not a formal policy in the legal sense since it hasn't been codified in the CFR. The procedure is to announce a proposed rule making, accept public comment, review that comment, and announce a rule. This is a report, it isn't a formalized policy.
