Does anyone know if you need a corresponding import permit from the states to match the export permit from Canada? I have my export permits and want to ship...

It is my understanding that you do. Import and export permits for every shipment.

Under CITES, the Appendix II listed species require a CITES export permit, but no CITES import permit. That doesn't mean the US doesn't require additional import paperwork to clear the border.
