In the past, i drilled two different diameter holes for these, the 25/64" on the back of the peghead and about 8mm on the front. Is this necessary? Can I just drill through at 25/64"? Or is it better to snug fit the locking screw?

Mike: Have never used Grover closed tuners but have used Shallers and Gotoh. For closed backs I don't drill a stepped hole but the extra support would not hurt in my opinion.

Keep step drilling, you want support for both the body of the tuner and the bushing.

Yup, step drilling is the way to go. It prevents finish delam around the top holes if the grommets loosen up.

Hmmm. Ok. Makes sense. The way I step drill is to use a small pilot hole all the way through. Then that centers up the steps. Sound good? I was more concerned about torquing of the peg which could hurt tuning.

FWIW, I have always drilled through with a 10mm bit and never had an issue. I guess drilling an 8mm hole for the top portion makes sense, I'm not sure it is required.
