It's possible to change the 12" radius of a cheap Washburn acoustic guitar to a 20"? I know the method, I'm just wondering about the convenience and structural capability.

sure it is possible! the only thing you might want to consider is, there is a slight risk of sanding all the way through your fret markers, as the removed material will originate down the center of the neck. but i would bet that the dot markers are thick enough, and besides, it is easy and cheap to redo those as well

From going 12" to 20" you're changing the chordal height by about .015. That will be off the very crown of the radius.
