This'll sound whacky, but I do this with any product that wants to form a skin or dried material on the top layer: Take a deep breath. Hold the cap very near the bottle/can/etc. Gently exhale and blow down into the open bottle. Cap IMMEDIATELY. The idea is to displace the oxygen at the top of the can with your breath, which doesn't contain oxygen, because you've already absorbed the oxygen you breathed in. (Most of it anyway.) Sure, this isn't 100% foolproof, but it DOES seem to work very well for me. The marble trick is a classic and it works, too. Anything to keep a layer of oxygen-rich air from sitting over the contents of the can.

You can buy a product called Bloxygen. It's pricey but so is a can of Waterlox.

Happy that exhaling into a container of finish works for you but I need to shoot a hole in your claim of no Oxygen in exhaled air. I was a Respiratoy Therapist in my previous career and dealt with this helping people (mostly Premature Infants) breathe. Exhaled air still has a fair amount (17%) of Oxygen. We inhale a mix of 21% Oxygen, 78% Nitrogen and trace amounts of inert gases in room air so the system has a big reservoir to pull from. In addition to Oxygen, Exhaled air is 35C, ~75% saturated with water vapor and has ~5% CO2. It must be something else in the exhaled air that is working. Heck...I heard/read of people using Armor All with True-Oil to make a harder finish. Somebody 'splain that one :D

you can also buy Tru-Oil from Bass Pro Shop if you have one close. I happen to live around the corner from one. A bottle is about 8 bucks.

Bloxygen is argon, but pretty much any inert gas will work. Argon is heavier than air so it fills the can easily, displacing the oxygen. Propane works great.........but remember propane is flammable.
Added, I believe manufacturers use nitrogen.
