I put a Fishman Infinity Matrix pickup in a friend's guitar a week or two ago. I installed the battery bag next to the neck block, and burnished it with the handle of a screwdriver as best I could, but it keeps falling off.

Can anyone suggest a solution to this problem?

What Ed said. Next time clean the area with naphtha. At this point I would consider a small screw with a washer into the neck block. That peal and stick stuff can be a bit of a pain but seems to work ok if the area is well cleaned. I've heard of people putting a coat of shellac or seize with glue.
For heavy parts like the battery I try to install them in a spot where gravity won't be as mush of an issue.

I cleaned the back of the velcro patch with naphtha and superglued it to the inside of the guitar.

Well, that'll do it...

Clean the wood with a wipe of masking tape. You'll see the dust on the tape. If you have to ship the guitar, remove the battery, and put it in the case pocket. If your client tours, tell him to do the same thing. A loose battery can do a lot of damage.

In addition to cleaning the mating surfaces well I install my battery bags on the port side of the neck block (for a right handed player) so the bag is not only stuck to the velcro but it's side is also resting the weight of the thing on the side of the neck block when the guitar is in the playing position. Less weight on the bag and less likelihood of it pulling loose.

By the way we have a famous client who damaged his guitar because of a loose battery bag. He took matters into his own hands and tried to super glue the loose bag and ended up gluing the palm of his hand to the top of his one of a kind, signature Martin. Our mission should we have agreed to take it on, and we did.... was to get his skin off the guitar top.... Mission accomplished and Dave got all of his skin off the thing with no damage at all to the one of a kind, serial number 001 instrument.

Loose battery bags can be a gateway thing to further damage as said above in this thread.

Yep ... gel superglue right over the self stick that wouldn't hold, just did one of those a week or two ago ...
